Alex Morales-Hernandez
CEO / President
Alex Morales-Hernandez, the CEO and President of CW3RET Enterprise, LLC (DBA: EEC Solutions) was born in San Juan, Puerto Rico where he lived until he enlisted in the United States Army.
Alex is a 2013 graduate of Central Michigan University with a Master of Science in Administration.
Alex enlisted in the United States Army and retired as a Chief Warrant Officer Three after 21 years of military service. He served in the Special Operations Enterprise and lastly in the Defense Attaché System as the Operations Coordinator, Assistant Army Attaché, and Acting Defense Attaché in countries such as Bolivia, Chad, El Salvador, Colombia, Malawi, Namibia, and Zimbabwe.
Alex is a recipient of numerous military awards including the 3rd highest award in the Department of State “Award for Heroism.” The Award for Heroism gives recognition of acts of courage or outstanding performance under unusually difficult or dangerous circumstances.
Alex speaks English, Spanish, Portuguese, and French.

John A. Morales-Camacho
Director of Operations and Business Development
John has over 6 years of experience in customer service, government contract operations, as well as international studies. An avid traveler, John has lived in many countries, including Panama, Bolivia, El Salvador, Colombia, and Zimbabwe in which he developed the love for international affairs and government support.
John is a 2021 graduate of The University of Tampa with a Bachelor's degree in Criminal Justice with a minor in Law, Justice & Advocacy.
As the Director of Operations and Business Development, John is responsible for enhancing company efficiency and growth by overseeing operational strategies and driving business development initiatives. He is in charge of developing and implementing strategies to optimize processes, manage resources, and ensure quality control, while also identifying new business opportunities and fostering strategic partnerships. His role involves monitoring performance metrics, coordinating with various departments, managing budgets, and leading teams to align operational and growth objectives. Additionally, he handles risk management and provides regular updates to senior management on progress and performance.
John is fluent in both, English and Spanish.

Dr. M.C. Reyes, Ph.D.
Director of Administrative / Finance Operations and Human Capital
Dr. M.C. Reyes, an Army Veteran and the visionary Founder and President of the Compassionate Hearts UNITED Foundation, Inc., brings over two decades of experience in the Administrative Field to her role as Director of Administrative Operations and Human Capital at EEC Solutions. Her extensive background includes significant contributions through her work with American Embassies globally, demonstrating a commitment to excellence and leadership in diverse and challenging environments.
Dr. Reyes holds a Ph.D. in Social Psychology, with a focus on Antisocial Behavior and Posttraumatic Growth. Her dissertation studied gaslighting in the workplace, more specifically, "The Lived Experiences of Entry-level Employees with Posttraumatic Growth Following Workplace Gaslighting." Her expertise in these areas complements her role at EEC Solutions, where she applies her deep understanding of human behavior to enhance organizational operations. Her academic and professional achievements underscore her dedication to advancing psychological well-being and operational efficiency.
Recognized for her outstanding contributions, Dr. Reyes has received numerous accolades, including the 2021 Spirit of Community Award from the Florida Commission of the Status of Women and the 2020 Spirit of Philanthropy Award from the AFP Greater Polk County Chapter. Additionally, she was honored as the "2019 Veteran of the Year" for the City of Haines City and recently received a special recognition from Congressman Darren Soto.

Mileydy T. Morales-Camacho
Strategic Operations & Brand Manager
Mileydy T. Morales-Camacho holds a Master of Arts in Public Relations from the University of Florida, with a concentration in crisis communication and brand reputation management. She also earned a degree in Clinical Psychology from the University of Central Florida, providing her with a unique blend of expertise in strategic communications and human behavior.
As EEC Solutions’ Strategic Operations & Brand Manager, Mileydy leads initiatives focused on organizational growth, operational excellence, brand development, corporate communications, and employee engagement. Her professional experience spans administration, operations, wellness, education, and mental health, allowing her to bring a well-rounded perspective to her work.
Having lived in six different countries, Mileydy brings a global outlook and appreciation for cultural diversity. She is passionate about communication, creativity, and building meaningful connections that support organizational success.

Carolane M. Camacho-Santana
Finance Operations Analyst
Carolane M. Camacho Santana holds a Bachelor of Science degree with a concentration in Environmental Microbiology from the University of Puerto Rico at Arecibo. She is currently pursuing her Doctorate in Veterinary Medicine, combining her passion for animal health with a strong scientific foundation.
In addition to her academic achievements, Carolane completed an Industrial Welding Course at FIT College in Arecibo, Puerto Rico, reflecting her diverse interests and commitment to continuous learning and personal development.
Carolane proudly serves in the Army National Guard of Puerto Rico as a Human Resources Specialist. She has been recognized for exemplifying the Army’s core values, demonstrating exceptional professionalism, discipline, leadership, and dedication to service.
A committed community volunteer, Carolane supports animal welfare initiatives through organizations such as Veterinarians for Puerto Rico and participates in adoption events with local shelters. She has also contributed to programs serving senior citizens and has taken leadership roles in organizing youth summer camps, reflecting her dedication to community engagement and service.

Kiyon Brandford
Capture and Proposal Analyst
Kiyon Brandford is a seasoned expert in federal contracting, with a strong track record of helping businesses succeed in the government marketplace. At EEC Solutions, he draws on his deep expertise in procurement and business development to guide clients through complex federal processes.
His career includes supporting over $8 billion in federal contract wins, offering services such as RFP/GSA support, strategic planning, and marketing. A respected thought leader, Mr. Brandford has published numerous articles and spoken widely on key topics in government contracting. His time working in the U.S. House of Representatives further deepened his understanding of federal operations.
Mr. Brandford’s foundation for excellence was established at Hobart and William Smith Colleges, where he distinguished himself as both a student and athlete. A four-year football player, he earned multiple honors, including a 2016 conference championship and 2017 All-Liberty League honorable mention.
Academically, he was recognized on the CoSIDA Academic All-District and Liberty League All-Academic teams for two years, and in 2018 was a semifinalist for the prestigious William V. Campbell Trophy. His global perspective was shaped by a study abroad program in South Africa, where he served as an English tutor in Grahamstown.
Outside of his professional life, Mr. Brandford enjoys grilling and smoking barbecue for friends and family. He also has a creative side, playing real player tabletop games and participating in storytelling through characters. During college, he was involved in the HWS Chorale and performed with the Hobartones, an all-male a cappella group.

Lacrederick (Cedrick) Jackson
Business Development Analyst /
Program Manager
Lacrederick Jackson is a retired U.S. Army Lieutenant Colonel, Program Manager, and business development professional with extensive experience in federal contracting, operations, emergency management, strategic planning, proposal development, and organizational improvement. He has led diverse teams in high-tempo, high-risk environments, supporting missions across multiple commands and federal organizations while strengthening readiness, resilience, and mission execution.
At EEC Solutions, Lacrederick serves as a Business and Proposal Development Analyst / Program Manager. He leads business development initiatives, supports federal capture and proposal efforts, manages client and contract relationships, and helps identify and pursue strategic growth opportunities across the defense and federal marketplace. He draws on his background in future operations, inspections, and joint planning to translate partner requirements into practical solutions while supporting program execution, proposal development, capture strategy, and customer engagement efforts that align with EEC's mission of delivering mission-focused support to government clients. Known for being steady, prepared, and straightforward in his communication and follow-through, he helps organizations clarify their needs, strengthen planning and readiness, and build durable partnerships grounded in service, integrity, and trust.
Before joining EEC Solutions, Lacrederick served as an Inspector in the Department of Energy’s Office of the Inspector General, supporting accountability and organizational effectiveness through inspections, evaluations, and objective recommendations to senior leaders. He previously served in the U.S. Army, retiring as a Lieutenant Colonel after leading teams and initiatives in operations, strategic planning, emergency management, and organizational oversight for large, complex organizations in the U.S. and overseas.
Lacrederick holds a Master of Organizational Leadership from Regent University and a Bachelor of Science in Criminal Justice from the University of Southern Mississippi. He is a Certified Business Continuity Professional and a graduate of the Army Inspector General School. He brings a mission-first mindset, steady and practical problem-solving, and a strong commitment to helping clients and partners succeed in complex operating environments.

Heather Armstrong
Facility Security Officer (FSO)
Heather is the FSO for EEC Solutions. She brings with her a strong security background having worked in the Regional Security Office at the US Embassy in Bogota, Colombia as a Background Investigations Coordinator.
She also worked as a Backgroud Investigator Contractor for the State Department, OPM and various other agencies.
She is married, has two sons (a Longhorn and a Red Raider), and is happy to be back in her home state, the Great Republic of Texas.

Brian (Vuke) Vukelic

Brian David Vukelic is a retired U.S. Marine Corps Lieutenant Colonel, Business Development Analyst, and dedicated family man—husband, father, and grandfather. With over 25 years of decorated military service, Brian brings bold, inclusive, and strategic leadership to every mission. His career has spanned combat operations, executive-level planning, and interagency coordination, with assignments ranging from Iraq, Afghanistan, Africa to the Pentagon and U.S. Special Operations Command. He holds an active Top Secret SCI clearance and has led organizations of over 1,200 personnel and managed assets valued at more than $800 million.
At EEC Solutions, Brian leverages his extensive background in executive management, strategic planning, and organizational development to support business growth and client engagement. He brings firsthand experience in developing and executing national defense strategies, authoring congressional testimony, and leading interagency collaboration. Volunteering he also led veteran-focused initiatives that bridged the gap between government, nonprofit, and private sector partnerships to assist veterans. His operational and strategic insight enhances EEC’s capabilities in program development, client relations, and solution design across federal sectors.
Brian holds a Master of Business Administration from New England College and a Master’s in Human Resource Management from Webster University. He is an active member of the American Legion, Veterans of Foreign Wars (VFW), Lions Club, and Delta Mu Delta Honor Society. Grounded in a lifelong commitment to service, Brian continues to apply his leadership, integrity, and mission-first mindset to help EEC Solutions deliver excellence to its clients and partners.

Ambassador Harry K. Thomas Jr.
Former Career Minister & Ambassador to the Phillipines & Zimbabwe
Ambassador Harry Thomas is one of our nation’s most experienced diplomats and holds the State Department’s second-highest rank of Career Minister. Over his 30 year career, he has represented the United States abroad as Ambassador three times and served in senior positions at the State Department and the White House.
As Ambassador to Zimbabwe from 2016-18, Harry lead the U.S.’s efforts to support economic reform, democracy and American corporations seeking to do business in Zimbabwe. He oversaw EducationUSA which sends several hundred students to American universities each year and partners with non-governmental organizations whose objective is to gain academic and athletic scholarships for Zimbabweans. He was in charge of the Fulbright, Humphrey, Watson and Young African Leaders Fellowships and has responsibility for two American Corners (Libraries) including Zimbabwe’s first wireless library.
As Ambassador to the Philippines from 2010-2013, Harry led U.S. assistance during the Philippines’ devastating floods and managed the U.S. efforts to eliminate terrorism. He headed one of the United States’ largest diplomatic missions with over 3000 staff posted throughout the nation. He led the “American Road Show” which took embassy personnel throughout the nation to explain U.S. visa policy, military and development assistance. He was Director General of the Foreign Service and Head of Human Resources and spearheaded a new Foreign Service examination, a new annual Evaluation Report and given the Arnold Raphel Award for Mentoring. He previously served as Department of State Executive Secretary and on the National Security Staff at the White House.
The son of a social worker and a World War 11/Korea veteran, Harry was raised in New York and values public service. He holds a bachelor’s degree from Holy Cross and a master’s degree from Columbia University. He speaks Spanish, and Hindi as well as some Bengali and Tagalog. He is the recipient of the State Department’s Distinguished Service Award among other prominent awards for leadership and was the Commencement Speaker at Loyola of Maryland and Holy Cross. He formerly served on the Board of Trustees of the National Defense University and Holy Cross, as a “Stroke and Turn” Judge in three Virginia swimming leagues, coached Little League Baseball, enjoys golf and connecting with social media friends around the world. Ambassador Thomas in married to Mithi Aquino-Thomas, a Human Resources professional who has lectured at universities in America and the Philippines. They have three children. Casey has earned a master’s in public health and Emmanuel and Zoe who are upper-class undergraduates.
Hector Pagan
Brigadier General, U.S. Army Retired, President of Down South Consulting, LLC
Brigadier General Hector E. Pagan was born in Manhattan, New York, and was raised in Puerto Rico. He was commissioned as an infantry officer from the ROTC program at the University of Puerto Rico at Mayaguez, where he was a Distinguished Military Student and Graduate. He attended the Infantry Officers Basic Course and Ranger School in 1980, and was assigned to the 1st Battalion, 51st Infantry, in Germany, as a Rifle Platoon Leader, Company Executive Officer and Scout Platoon Leader. In 1983, he attended the Infantry Officers Advanced Course and remained at Fort Benning, Georgia, with the Infantry Training Group and the 29th Infantry Regiment, where he served as chief, Special Weapons Committee, operations officer, and commanded the Headquarters and Headquarters Company, 2nd Bn., 29th Infantry Regiment from 1984 to1986. Brigadier General Pagan served in Panama with the 3rd Bn., 7th Special Forces (SF) Group (Airborne), 1988-1990, as an A-Detachment commander and Battalion S1. He served in Operation JUST CAUSE and deployed to El Salvador in 1989. From 1990 to 1992, he served in SF Branch, Total Army Personnel Command as a future readiness officer and captains assignments officer. He attended the Army Command and General Staff Course and then served as the executive officer, 1st Bn., 7th SF Group (Airborne). From 1994-1995, he served in the U.S. Army Special Operations Command as the chief, office management, office of the deputy chief of staff for personnel. He returned to the 7th SF Group (Airborne) in 1995, where he served as group operations officer, executive officer and deputy commander. From 1998-2000, Brigadier General Pagan commanded the 2nd Battalion, 1st SF Group (Airborne) at Fort Lewis, Washington.
After his tour with the 1st SF Group, he was assigned to the Special Operations Command South, Naval Station Roosevelt Roads, Puerto Rico, where he served as the director of operations, J3, from 2000 to 2002. Upon completion of the U.S. Army War College in 2003, Brigadier General Pagan took command of the 5th SF Group (Airborne) in Baghdad, Iraq, Operation Iraqi Freedom. He led the 5th SF Group (Airborne) in combat as the commander of the Combined Joint Special Operations Task Force – Arabian Peninsula for two combat tours in 2003 and 2004.
In 2005, Brigadier General Pagan served as the special assistant to the commander of the United States Special Operations Command at MacDill Air Force Base, Florida. In 2006, he assumed duties as the deputy director of the Operations Support Group in the Center for Special Operations in the U.S. Special Operations Command. Brigadier General Pagan served as the deputy commander, U.S. Army Special Operations Command in November 2006 and in May 2007 assumed duties as deputy commander, U.S. Army John F. Kennedy Special Warfare Center at Fort Bragg, NC until July, 2008.
Brian C. Murphy
Regional Security Officer
Brian C. Murphy is currently the Northeast Regional Security Manager for the Pentagon Federal Credit Union (Pen Fed). Brian is responsible for the physical and technical security at the Pen Fed headquarters in Tyson’s Corner, VA, its primary data center and dozens of other offices and branches throughout the region.
Brian joined the State Department as a Special Agent with the Bureau of Diplomatic Security (DS) in 1997. He served in a variety of domestic and overseas positions as a Supervisory Special Agent and as a Senior Regional Security Officer. Those positions include the New York Field Office, DS Headquarters, U.S. Embassies in Italy and Switzerland, the Miami Field Office, the U.S. Embassies in Iraq, Colombia and El Salvador. Brian culminated his career with DS as the Deputy Regional Director for the Western Hemisphere.
Brian holds an undergraduate degree in political science from Providence College and a master’s degree in national security and resource strategy from the National Defense University’s Eisenhower School.
From 1991 -1997, Brian served as a commissioned officer in the United States Marine Corps.
Brian is from the greater Boston area and is married to Angela Turchi of Rome, Italy. He is the proud father of two daughters.
